He said the European equivalent of the US agency deleg

gates more authority to a manufacturer’s employees when certifying the safety of Airbus.

Elwell said the FAA conducts strict oversight of all manufacturers.

Senator Ed Markey demanded a “yes” or “no” answer from Elwell on whether two safety options that airlines could decline to bu

y should have been mandatory on the Max aircraft. Elwell declined to answer with a single word.

Some airlines chose to purchase the “angle of attack” system display for readi

ngs of two sensors and a “disagree light” to be activated if the sensors produce conflictin

g readings while others did not. Ethiopian Airlines and Lion Air reportedly declined to buy the two add-on safety devices.

Scovel, inspector general of the Transportation Departme

nt, said his office plans to revise its oversight of aircraft development by July.

Currently, all special purpose local government bonds are

domestically rated “AAA”, the safest level. The sale to individual investors is mainly of project-link

ed special-purpose bonds, a type of local government bond vigorously promoted by the government in re

cent years. The cash flows generated from the underlying projects will be used as the primary repayment sources.

In China, there are two types of local government bonds: general bonds and special purpose bonds. According to the country’s 2019 budget repor

t, which was approved by the top legislature earlier this month, the budgeted deficit for local governments is 930 billion yuan, up 100 billi

on yuan compared with 2018, and this fund gap will be supplemented by general bonds.

In the meantime, 2.15 trillion yuan of special purpose bonds will be issued to support la

rge infrastructure projects, such as shantytown renovation projects and railways, said the ministry.

Letting individual buyers invest in local government bonds is a way to narrow the government’s financin

g gap, said Hu Yijian, a tax professor at Shanghai University of Finance and Economics. The gap is expected to expand, as policym

akers decided to cut about 2 trillion yuan in taxes and fees this year while at the same time increase spending on investment.

But some were unmoved and the Northern Irish party cruc

rucial to getting the agreement through said it would reject the deal again.

Britain was supposed to leave the bloc on Friday but Brussels agreed last week to put back the

divorce date until April 12 to give it a chance to resolve a three-year crisis that has split the country down the middle.

However, it still remains uncertain how, when or even whether the United Kingdom, the wo

rld’s fifth-biggest economy, will leave the EU. The possibilities that it will leave with no deal to so

ften the shock to its economy, or delay the departure date to hold a general election, have increased as other options fade.

While May’s deal continued to stumble, an attempt by parliament to take control of the proc

ess by holding a series of indicative votes on other options produced no immediate way through the impasse.

None of the proposals, many of which involved closer alignmen

t with the EU than May envisages, won the support of a majority of lawmakers.

In a spectacular display of indecision, the House of Comm

ons has voted against remaining in the EU and every version of leaving the EU,” tweeted James Cleverly, the Conservative Party’s deputy chairman.

Nevertheless, some proposals fared better than May’s deal had done two weeks ago, and parlia

ment was due to hold more indicative votes on Monday after refining the options most likely to secure a majority.

Many Conservative eurosceptics had made clear they would only c

onsider supporting May’s deal if she gave a firm commitment to resign, hoping a new leader

would be more sympathetic to their views when negotiating the terms of Britain’s future relationship with the EU.

“I have heard very clearly the mood of the parliamentary party,” May told a meeting of Conservative lawmakers (MPs).

“I know there is a desire for a new approach – and new lead

ership – in the second phase of the Brexit negotiations – and I won’t stand in the way of that.”

But within hours of May’s offer, the Democratic Unionist Party, which props up her minority gov

ernment, said it would vote against the deal if May brought it back a third time.

Dinosaur-era bird fossil found with unlaid egg dating back abo

A group of scientists in Gansu province have discovered a fossilized b

ird dating back about 110 million years and the first ever to have an unlaid egg in its abdomen.

The fossil represents a new species, Avimaia schweitzerae, belonging to a group called the Enantiornithes, which was a

bundant around the world and coexisted with dinosaurs in the Cretaceous period.

The well preserved fossil was discovered in the city of Yumen.

Because the specimen was crushed flat, it was only after a small fragment was extracted and analyzed under a micro

scope that the research team at the Chinese Academy of Sciences’ Institute of Vertebrate Paleontology and Pal

eoanthropology realized the unusual tissue was an egg, said Alida Bailleul, the lead author of the article.

We support the BRI globally because it’s a big project wi

ith so many applications in different parts of industry and the economy, and we want agreements, project by project.”

Raffarin was appointed special envoy on China affairs by French President Emmanuel Mac

ron. He pointed out that it is not pragmatic to have an agreement about every industrial sector, because, as sovereig

n states, both countries need to protect the interests of their own businesses and industries.

“It’s easier to go project by project, and, after some experience, we can add a larger vision,” Raffarin said.

His comments came after Italy signed a BRI memorandum of understanding with China during

Xi’s visit to Rome last week to become the first G7 country to join the global infrastructure plan.

According to China’s Ministry of Commerce, from January to November 2018, China’s direct investment in France reached $330 mil

lion. China’s growing investment in Europe has prompted concerns in the West, which Raffarin thinks are misplaced.

According to the Ministry of Commerce, as of the end of N

ovember 2018, France had invested in 5,647 projects in China, with actual investment value amounting to $17.49 billion.

“There are no official rules for French enterprises to succeed in C

hina. The main rule is to respect the Chinese people,” said Raffarin.

Well-known by many Chinese people as a “good friend” of China,

the 70-year-old said he has visited China more than 100 times since his first trip in 1970.

Residents in Chinese mainland will be able to apply for passpo

rts and travel permits at every exit and entry management department across the coun

The travel permits refer to the documents allowing mainland residents to travel to and from Hong Kong, Macao and Taiwan, it said.

We will step up efforts to expand cooperation with sho

video platforms such as Kuaishou, Bilibili, Douyin and Huoshan, to obtain more data flows and encourage brands and buyers to do more live broadcasts,” Zeng said.

It also plans to tap into the social e-commerce sector, which is currently in its testing phase.

Experts say the livestreaming explosion is boosting China’s e-commerce sector. The new

format could display the commodities in more dimensions and increase users’ trust.

Cao Lei, director of China E-Commerce Research Center, said this method could attract consume

rs’ attention quickly and accurately as most of the livestreaming users are post-90s generation who are accusto

med to shopping online, as well as help online retailers to gain data flows and create a “real” shopping scenario.

“Immediate feedbacks could be given to merchants based on users’ instructions. Through their

mobile phones, consumers are able to talk with overseas buyers, which will greatly enhance users’ trust on the platform.”

China’s cross-border e-commerce sector has been growing rapid

ly over the past few years, owing to a rapid growth in the nation’s middle and high-income shoppers.

spoke of the things that remain unchanged in the face

found changes in the international situation and bilateral relations.

He said the importance China attaches to its relations with France has not changed. China has always regar

ded France as a priority partner of cooperation, and the two peoples keep a special friendship, he added.

“This is a valuable asset that we must inherit and carry forward to keep China-France relations at the forefront of the times,” Xi said.

went on to say that the common pursuit for peace, development, fairness and justice has not changed.

He said both China and France uphold the basic norms governing international relations underpinned by the purposes and

principles of the UN Charter while practicing multilateralism and opposing protectionism and unilateralism in international affairs.

Both countries are committed to building an open world economy and working together to meet th

e common challenges facing humanity, Xi said, adding that China and France have cooperated su

ccessfully on many occasions in the field of climate change, playing a positive leading role in the world.

The mutually beneficial and win-win nature of China

France cooperation has not changed, Xi said.

“The history of China-France cooperation shows that bilateral ties are not ‘a zero-sum game.’ The strong com

plementarities between the two economies will remain for a long time,” Xi said, adding that China’s sustained devel

opment and further opening-up will create a host of new opportunities as well as broader space for bilateral cooperation.

Xi called on the two countries to constantly explore new fields of cooperation, nurture new growth areas for cooper

ation, and speed up the implementation of the Belt and Road and third-party cooperation projects that have been agreed upon.

“China staands ready to strengthen strategic communication and coordination with France on major issues including the UN aff

airs, the reform of the World Trade Organization and climate change,” Xi said, adding that China always supports European inte

gration and hopes France can play a more active role in leading and promoting China-Europe relations.

Hailing his successful visit to China last year, Macron said that the two countries have been implementing the important con

sensus reached by him and Xi over the past year, strengthening cooperation on economy, trade, technology and culture.
